The purpose of a master plan is to define larger visual and functional entities that will serve as a basis for further planning.
Lighting master plans provide guidelines for lighting a defined area. The plans also examine the history of the area, other plans that have been made and the current views. The aim may also be to create, for example, a package that promotes comfort and tourism during the hours of darkness.
One of the aims of the work is to bring together different interest groups by bringing them to the same decision-making table. The master plan therefore defines the lighting objectives for a given area and establishes a coherent lighting package agreed by the stakeholders who influence the urban image and activities of the area.
